Stephen McComb is the Manager for the North American Environmental Markets at IntercontinentalExchange (ICE). In this role McComb is responsible for business development and sales for emissions and renewables markets. McComb comes to ICE following it’s acquisition of Climate Exchange in July of 2010. McComb is also responsible for the Chicago Climate Exchange (CCX) Offsets Registry Program.
Prior to ICE, McComb was the Manager of Business Development for Renewable Energy Certificate (REC) contracts and Senior Economist with the Chicago Climate Futures Exchange (CCFE). In this role, McComb was responsible for product research, design and generating participation and trading in the CCFE REC contracts. Prior to CCFE, McComb was responsible for developing the CCX offsets program where he led the implementation of ISO 14064 into the CCX offsets program as well as spearheaded the development of offsets methodologies for ozone depleting substance (ODS) destruction, composting, small scale combined heat and power, sustainable rangeland management,energy effciency and hydro power.
Prior to the joining the CCX/ICE companies McComb was as an analyst with Ontario Energy Board where he focused on case management and analysis of regulatory applications for new energy infrastructure and demand side management programs for electricity and gas utilities. McComb established standardized procedures, input assumptions and verification methodologies of rate payer funded demand side management programs. This standardization led to a $300 million initial commitment by electric utilities to demand side management programs.
McComb has a M.A.Sc. in Environmental Applied Science and Management from Ryerson University in Toronto, ON and a B.Sc in Economics from Dalhousie University in Halifax, N.S.
