WCI is reaching a watershed moment with plans for Québec and California to link their cap-and-trade programs later this year. WCI Partners will provide an update on program development, followed by an interactive forum for questions and answers.
Michael Gibbs is Assistant Executive Officer of the California Air Resources Board. In this capacity, Mr. Gibbs focuses on climate change programs, including supporting the Western Climate Initiative.
Mr. Gibbs has more than 30 years of experience in energy and environmental policy analysis and program implementation. He has worked on emission inventory methods, emission reduction analyses, and program development throughout his career.
Mr. Gibbs holds a Bachelors of Science degree in Civil Engineering and Engineering and Public Policy from Carnegie Mellon University, and a Masters degree in Public Policy from the John F. Kennedy School of Government, Harvard University.
Over the next few months, California must finalize the design of its allowance auctions and decide how it will implement market oversight. This session will examine auction design and lessons learned - including lessons from Europe - regarding market protection and what steps California is taking or should be taking to ensure the integrity of the market.
