Developing Verification Standards for Value Chain Emissions

Following on the GHG Protocol's recently published value chain (scope 3) reporting standard, The Climate Registry intends to develop an appropriate protocol for third-party verification of scope 3 emissions. As a first step, The Climate Registry invites practitioners who are interested in reporting and/or verifying emissions from scope 3 activities to participate in a brainstorming session to identify needs and considerations in developing scope 3 verification policy.

This session will be useful for verification bodies, financial auditing firms, reporting organizations, GHG programs, standards setting bodies, and anyone who would like to share their thoughts on verification of scope 3 emissions. This session is free and open to the public; however, pre-registration is required.

Climate Action Reserve Account Holders Meeting
9:00am - 12:00pm

All Climate Action Reserve account holders are invited to attend the annual Account Holders Meeting. During the meeting, Reserve staff will provide programmatic and policy updates and guidance for the project registration process. A portion of the meeting will be reserved for a special update from the California Air Resources Board. The meeting will wrap up with a question and answer session and an opportunity for account holders to provide programmatic feedback to Reserve staff.

Climate Regulation 101
10:00am - 1:00pm

During the course of the conference you’ll hear terms such as “offset liability,” “holding limits” and “linkage.” This course will cover these and other hot topics through the regulatory tools to manage greenhouse gas (GHG) emissions on federal, regional, state, and provincial levels. After covering the basics the course will review recent developments in climate regulation including California’s AB32, WCI and RGGI and under EPA’s Clean Air Act. The course will conclude with a close up look of climate politics and what’s on the horizon. This workshop is being hosted by the Nicholas Institute. Separate workshop fee applies.

Members Workshop for The Climate Registry
10:00am - 12:30pm

The Climate Registry invites member organizations to participate in a members-only event. Network with other Registry Members and exchange insights and tips on implementing low-carbon management practices, as well as setting and achieving ambitious greenhouse gas reduction goals. You'll also have the opportunity to meet David Rosenheim, Executive Director of The Climate Registry, as well as other Registry staff.

In addition, Melanie Nutter from the City of San Francisco will share the city's greening practices, and is co-hosting an afternoon fieldtrip to the Hayes Valley urban farm. Registration is $50 and includes a networking lunch and transportation to and from the field trip.

UNFCCC Side Event: Lessons learned from the United Nations' carbon market mechanisms

This event will provide an overview of the UN's carbon market mechanisms and discuss how lessons learned can benefit the emerging market in California. Officials from the UN climate change secretariat will discuss the evolution of the mechanisms, means of overcoming barriers and challenges, and the outlook for existing and future mechanisms currently in development. There will be an interactive question and answer period following the event.

Climate Action Reserve ODS Protocols Version 2.0 Public Comment Workshop
1:00pm - 3:00pm

The Reserve’s U.S. and Article 5 ODS protocols are currently undergoing policy revisions (to Version 2.0) to consider expanding the list of eligible refrigerants, refine sampling methodologies and requirements, and incorporate errata, clarifications, and feedback received since their adoption in 2010. The protocols will soon be available for public comment and are expected to be considered by the Reserve’s Board of Directors in June 2012.

The Reserve is hosting a workshop in conjunction with NACW open to all interested stakeholders to discuss the proposed changes. The Reserve will use feedback from the workshop along with written comments received during the public comment period to inform decisions about the proposed changes. The workshop will have webinar/conference call capabilities for those who cannot attend in person.

Climate Action Reserve 101 Workshop

This workshop will provide an overview of the Climate Action Reserve program, California’s offsets program, the approved project types and the state of the California carbon market as the state implements an economy-wide cap-and-trade program. It will be useful for companies regulated under the California cap-and-trade program, project developers, consultants, verifiers, carbon market investors and anyone interested in learning more about the California carbon market. Linda S. Adams, former Secretary of the California Environmental Protection Agency (Cal/EPA) , is a seasoned policy maker, strategic communicator and a trusted and respected public servant. For almost four decades, Linda has served the people of the State of California as a long-time environmental leader.

Most recently, Governor Schwarzenegger appointed her the first woman to serve as Secretary of the Cal/EPA. As Secretary, Adams oversees the environmental activities of the Air Resources Board, State Water Resources Control Board, Office of Environmental Health Hazard Assessment, Department of Toxic Substances Control, Department of Pesticide Regulation, and the approximately 5,000 employees that serve the state’s diverse environmental programs.She continued serving in this capacity under newly elected Governor Edmund G. Brown during the transition period.

In this capacity, Adams worked as the lead negotiator for California Assembly Bill 32, the most comprehensive greenhouse gas reduction law in the United States. Amongst other accomplishments as Secretary, Adams implemented some of the first environmental justice programs in the country. These programs focused on protecting the most vulnerable groups in the state, including California’s Native-American tribes, regarding water, toxic substances, and other regulatory matters. Adams also developed a number of environmental policies, including the Green Chemistry Initiative, which calls for a more comprehensive look at California’s chemical policies and the State’s bio-monitoring program, which seeks to link environmental contaminants to human health. Adams also negotiated, on behalf of former California Governor Gray Davis, the creation of the state’s first environmental education programs and served as a board member of the Ocean Protection Council, Strategic Growth Council and Chair of the California-Mexico Border Relations Council.

Prior to her time at the California EPA, Adams served as a committee consultant for over twenty years, providing counsel to both houses of the California Legislature. She later served under former California Governor Gray Davis as his Chief Deputy Legislative Secretary, where her primary responsibilities were negotiating legislation related to environmental protection and natural resources. Adams also negotiated, under Governor Davis, the Pavley “Clean Cars/Clean Air” legislation, earning her the “Environmental Hero Award” from the California League of Conservation Voters. She later served as Chief of Staff to former California State Controller Steve Westly.

As part of her extensive international work, Adams forged partnerships with countries and subnational governments throughout the world. She signed Memorandums of Understanding (MOUs), concerning carbon offsets, between California and regions in Mexico and China. Additionally, in 2007, Adams helped launch the International Carbon Action Partnership (ICAP) to encourage the development of a global carbon market.

Adams currently serves as chairwoman of the Climate Action Reserve, a nationally recognized carbon offset program. She spearheaded the creation and now serves as the founding President of R20/Regions of Climate Action, chaired by former California Governor Arnold Schwarzenegger, which is the first international consortium for subnational governments seeking to combat climate change. She also represents Oxfam America’s Sisters of the Planet as a global ambassador and serves on the Board of Directors for the Sacramento Regional Conservation Corps, along with serving on the board of the Delta Vision Foundation and as an advisory board member for the Verification Carbon Standard program.

From Keel to Mast: State and Regional Initiatives Forging a Bottom Up Approach

In North America and around the world, alliances are rolling out their own initiatives to address climate change, taking a bottom up approach and focusing on local action. Representatives from these groups will lead a discussion on their activities, what they hope to accomplish and the role of sub-national initiatives now and in the future.

Plenary Session - Guide Stars: State and National Leadership Across the Globe

In the absence of an international agreement that would create a truly global carbon market, state and national governments around the world are demonstrating leadership by establishing a network of emissions trading programs and exploring linkages under a series of unique multi- and bilateral agreements. In a cross-cutting panel discussion, international leaders will discuss their efforts and the prospects for these approaches to build a new global framework for limiting greenhouse gas emissions.

Gary Gero serves as the President of the Climate Action Reserve where he is responsible for ensuring that the organization’s activities meet the highest standards for quality, transparency and environmental integrity. In that capacity, Gary has led the growth of a robust and trusted offset project registry that is the largest voluntary registry in the United States.


Gary is a member of the Commodity Futures Trading Commission’s Energy and Environmental Markets Advisory Committee and serves on the Steering Committee of the California Sustainability Alliance. He also serves on the Board of Directors for the Los Angeles League of Conservation Voters.


Prior to joining the Reserve, Gary managed the Green LA programs at the Los Angeles Department of Water and Power, the largest municipal utility in the nation. In that capacity, he redesigned and restarted the Solar PV Rebate Program and oversaw a significant expansion of the energy efficiency programs. His role also included managing the advanced transportation, green power, distributed generation, and tree planting programs.


Gary’s career includes nearly 20 years of work in local government, primarily in the City of Los Angeles where he served as Air Quality Director and subsequently Assistant General Manager for the Environmental Affairs Department focusing on climate change, sustainable development, energy policy, and alternative fuel vehicles.


Gary holds a Master of Science degree in Social Policy and Planning from the London School of Economics and a pair of undergraduate degrees from the University of California at Berkeley.

The California State Legislature will consider a number of climate change issues during its 2012 session and will influence many aspects of the cap-and-trade program, including revenue allocations, offset rules and other elements of the program design. Mary D. Nichols, J.D., was reappointed Chairman of the California Air Resources Board by Governor Jerry Brown in January 2011, a post she previously held under Governor Arnold Schwarzenegger from 2007 to 2010 and under Governor Brown (during his first tenure) from 1979 to 1983. At ARB she is responsible for implementing California's landmark greenhouse gas emissions legislation as well as setting air pollution standards for motor vehicles, fuels and consumer products. After graduating from Cornell University and Yale Law School, Ms. Nichols practiced environmental law in Los Angeles, bringing cases on behalf of environmental and public health organizations to enforce state and federal clean air legislation. President Clinton appointed her to head the Office of Air and Radiation at U.S. EPA, where she was responsible for, among many other regulatory breakthroughs, the acid rain trading program and setting the first air quality standard for fine particles. She also served as California's Secretary for Natural Resources from 1999 to 2003. Prior to her return to the ARB, Ms. Nichols was Professor of Law and Director of the Institute of the Environment at UCLA.

Timothy Profeta is the founding Director of the Nicholas Institute. Since 2005, the Institute has grown into a major nonpartisan player in key environmental debates, serving both the public and private sectors with sound understanding of complex environmental issues. Prior to his arrival at Duke, Profeta served as counsel for the environment to Sen. Joseph Lieberman. As Lieberman’s counsel, he was a principal architect of the Lieberman-McCain Climate Stewardship Act of 2003. He also represented Lieberman in legislative negotiations pertaining to environmental and energy issues and coordinated the Senator’s energy and environmental portfolio during his runs for national office. Profeta has continued to use his experience on Capitol Hill to engage in the most pertinent debates surrounding climate change. Since 2005, his work has included the development of proposal with four senate offices to contain costs while maintaining environmental integrity under a cap-and-trade program. The Institute’s other work ranges from economic analyses of climate scenarios for a variety of stakeholder groups, to a proposal tackling the challenges of a carbon offsets market in a cap-and-trade system, to developing a climate change plan for the state of Utah. Profeta has served as visiting lecturer at Duke Law School, where he taught a weekly seminar on the evolution of environmental law and the Endangered Species Act. He has also co-taught a course on Corporate Sustainability and Climate Change with the Duke Executive Education Program. Profeta earned a law degree from Duke and an undergraduate degree from Yale University.

Mr. Reilly served as the first Payne Visiting Professor at Stanford University (1993-1994), Administrator of the U.S. Environmental Protection Agency (1989-1993), president of the World Wildlife Fund (1985-1989), president of The Conservation Foundation (1973-1989), and director of the Rockefeller Task Force on Land Use and Urban Growth from (1972-1973). He was head of the U.S. delegation to the United Nations Earth Summit at Rio in 1992.

Mr. Reilly is Chairman Emeritus of the Board of the World Wildlife Fund, Co-Chair of the National Commission on Energy Policy, Chairman of the Board of the ClimateWorks Foundation, Chairman of the Advisory Board for the Nicholas Institute for Environmental Policy Solutions at Duke University, Chairman of the Board for the Global Water Challenge and a Director of the Packard Foundation and the National Geographic Society and a member of Gov. Schwarzenegger’s Delta Vision Blue Ribbon Task Force. He also serves on the Board of Directors of DuPont, ConocoPhillips and Royal Caribbean International. In 2007 Mr. Reilly was elected to the American Academy of Arts and Sciences. He holds a B.A. degree from Yale, J.D. from Harvard and M.S. in Urban Planning from Columbia University.

Eric’s journalism has been recognized with many honors, including a National Magazine Award and the Gerald R. Ford Prize for Distinguished Reporting on the Presidency. He has written about energy and climate change for Time, Slate, Bloomberg Businessweek and other publications. In 2008 he studied press coverage of the issue at Harvard’s Kennedy School of Government, where he was a fellow at the Shorenstein Center on the Press, Politics and Public Policy. He lectures frequently and has appeared on Nightline, Charlie Rose, Frontline, CBS Evening News, NBC Nightly News, Anderson Cooper 360, All Things Considered, and other programs. Linda S. Adams, former Secretary of the California Environmental Protection Agency (Cal/EPA) , is a seasoned policy maker, strategic communicator and a trusted and respected public servant. For almost four decades, Linda has served the people of the State of California as a long-time environmental leader.

Most recently, Governor Schwarzenegger appointed her the first woman to serve as Secretary of the Cal/EPA. As Secretary, Adams oversees the environmental activities of the Air Resources Board, State Water Resources Control Board, Office of Environmental Health Hazard Assessment, Department of Toxic Substances Control, Department of Pesticide Regulation, and the approximately 5,000 employees that serve the state’s diverse environmental programs.She continued serving in this capacity under newly elected Governor Edmund G. Brown during the transition period.

In this capacity, Adams worked as the lead negotiator for California Assembly Bill 32, the most comprehensive greenhouse gas reduction law in the United States. Amongst other accomplishments as Secretary, Adams implemented some of the first environmental justice programs in the country. These programs focused on protecting the most vulnerable groups in the state, including California’s Native-American tribes, regarding water, toxic substances, and other regulatory matters. Adams also developed a number of environmental policies, including the Green Chemistry Initiative, which calls for a more comprehensive look at California’s chemical policies and the State’s bio-monitoring program, which seeks to link environmental contaminants to human health. Adams also negotiated, on behalf of former California Governor Gray Davis, the creation of the state’s first environmental education programs and served as a board member of the Ocean Protection Council, Strategic Growth Council and Chair of the California-Mexico Border Relations Council.

Prior to her time at the California EPA, Adams served as a committee consultant for over twenty years, providing counsel to both houses of the California Legislature. She later served under former California Governor Gray Davis as his Chief Deputy Legislative Secretary, where her primary responsibilities were negotiating legislation related to environmental protection and natural resources. Adams also negotiated, under Governor Davis, the Pavley “Clean Cars/Clean Air” legislation, earning her the “Environmental Hero Award” from the California League of Conservation Voters. She later served as Chief of Staff to former California State Controller Steve Westly.

As part of her extensive international work, Adams forged partnerships with countries and subnational governments throughout the world. She signed Memorandums of Understanding (MOUs), concerning carbon offsets, between California and regions in Mexico and China. Additionally, in 2007, Adams helped launch the International Carbon Action Partnership (ICAP) to encourage the development of a global carbon market.

Adams currently serves as chairwoman of the Climate Action Reserve, a nationally recognized carbon offset program. She spearheaded the creation and now serves as the founding President of R20/Regions of Climate Action, chaired by former California Governor Arnold Schwarzenegger, which is the first international consortium for subnational governments seeking to combat climate change. She also represents Oxfam America’s Sisters of the Planet as a global ambassador and serves on the Board of Directors for the Sacramento Regional Conservation Corps, along with serving on the board of the Delta Vision Foundation and as an advisory board member for the Verification Carbon Standard program.

Dirk Forrister is Incoming President and CEO of the International Emissions Trading Association (IETA). Previously, he was Principal and Founder of Forrister Advisory, independent consultancy specializing in climate change, clean air and clean energy policy and markets. Until late 2010, he was Managing Director at Natsource LLC, the manager of one of the world’s largest carbon funds. Previously, Mr. Forrister served as Chairman of the White House Climate Change Task Force in the Clinton Administration. His experience includes serving as Assistant U.S. Secretary of Energy for Congressional, Public and Intergovernmental Affairs; Energy Program Manager at Environmental Defense Fund; and legislative counsel to Congressman Jim Cooper, the author of two early climate change laws. Forrister serves as an honorary Fellow with IETA, as well as a member of the Advisory Boards of the National Center for Atmospheric Research and the American Carbon Registry.

The Secretariat leads change to achieve the Province of British Columbia’s greenhouse gas emission reduction targets and is comprised of a strong team of committed and knowledgeable people with expertise in key areas of climate action including: carbon neutral operations, transportation and energy policy, research, and strategic partnerships. Prior to joining the Secretariat, Mr. Mack worked in Ottawa for the Government of Canada on a variety of environmental, social and economic development issues. This has included work at the Canadian Environmental Assessment Agency, the Privy Council Office, and Indian and Northern Affairs Canada.

Dr. Francisco Barnes is a Chemical Engineer from the Universidad Nacional Autonoma de Mexico (UNAM). He earned a master’s degree in chemical engineering from the University of California at Berkeley in 1997 and doctorate in energy and environmental policy from Imperial College, London University in 2001.

Dr. Barnes was a partner at McKinsey & Company where he served as a consultant from 2001 until his appointment to serve as the President of the National Institute of Ecology in February 2011. Throughout his career at McKinsey, Dr. Barnes was been part of the company’s global leadership in sustainability and energy practices advising governments, NGOs and private and public sector companies throughout Latin America in the areas of energy, climate change (mitigation and adaptation), water, oil, and other key issues.

As a consultant, he specialized in developing strategies for low‐carbon growth, adaptation to climate change, energy and other sustainable development issues, such as water pollution and solid waste. He has also served as a visiting professor at Boston University and participated in multiple international forums on environmental and energy policy. Dr. Barnes has received numerous awards for his academic work and is a published author with several articles in magazines.

In the absence of an international agreement that would create a truly global carbon market, state and national governments around the world are demonstrating leadership by establishing a network of emissions trading programs and exploring linkages under a series of unique multi- and bilateral agreements. In a cross-cutting panel discussion, international leaders will discuss their efforts and the prospects for these approaches to build a new global framework for limiting greenhouse gas emissions.

Mr. Gibbs has more than 30 years of experience in energy and environmental policy analysis and program implementation. He has worked on emission inventory methods, emission reduction analyses, and program development throughout his career.

Mr. Gibbs holds a Bachelors of Science degree in Civil Engineering and Engineering and Public Policy from Carnegie Mellon University, and a Masters degree in Public Policy from the John F. Kennedy School of Government, Harvard University.

James N. Goldstene is the Executive Officer of the California Air Resources Board. The Board has 11 members appointed by the Governor and is responsible for promoting and protecting the public health and ecological resources of California through effective reduction of air pollutants while recognizing and considering the effects of its actions on the state’s economy. To achieve this goal, the Executive Officer oversees the development and implementation of regulations and policies adopted by the Board and represents the ARB before the Legislature and in a wide variety of state, regional, national and international forums. The California Air Resources Board has more than 1300 employees.

Goldstene was appointed Executive Officer in October 2007. Since then the Board has passed major rules to reduce diesel emissions from trucks, construction equipment and ships. It also adopted a comprehensive plan to reduce global warming pollutants under AB 32, California’s pioneering climate change legislation, and developed a range of measures and regulations to implement this plan, including the groundbreaking Low Carbon Fuel Standard and the establishment of a greenhouse gas emissions-trading program. In 2008 the Obama administration adopted California’s standard for greenhouse gas emissions from vehicles as the standard for the entire nation. Currently, ARB is working with the U.S. EPA and the Department of Transportation to develop more stringent standards for vehicles from model year 2017 to 2025.

Prior to his appointment as Executive Officer, Goldstene served first as a specialist to coordinate the Board's involvement in California's Smog Check program. Later, as Senior Advisor to the Board's Office of Climate Change, he was also responsible for providing policy guidance and direction for the implementation of AB 32.

Prior to joining the Board, Goldstene served as Deputy Chief at the California Department of Consumer Affairs' Bureau of Automotive Repair, the agency responsible for regulating automotive repair dealers and running the state's Smog Check program. His career history also includes key management positions with the Bureau of Barbering and Cosmetology, the State Contractors License Board, the California Pollution Control Financing Authority and other financing authorities in the Office of the State Treasurer. Goldstene served as Lieutenant Governor Leo McCarthy's environmental advisor in the early 1990s.

Goldstene also serves on the Board of Directors for the National Association of Clean Air Agencies and is currently co-chair of the Western Climate Initiative Executive Committee.

Goldstene holds a B.A. and an M.A. in Government from California State University, Sacramento, where he served as part-time faculty in the Government Department for many years. As part of his graduate studies, he completed a year studying in the Department of Politics at the University of Bristol in England. Goldstene taught American government and political theory at California State University, Sacramento for many years.

Tim Lesiuk is Executive Director of Business Development and Chief Negotiator in the Climate Action Secretariat, the agency responsible for meeting the province’s greenhouse gas (GHG) reduction targets. Tim leads British Columbia’s negotiations with the Western Climate Initiative (WCI). He is the Canadian Co-chair of the WCI and is also Chair of the Offsets Committee. Tim leads the development of the Cap and Trade system in British Columbia and the establishment of the Pacific Carbon Trust. Prior to joining the Climate Action Secretariat, Tim was responsible for climate change management in BC Hydro.

New Ground: New Protocol Types and Offset Supply

Although regulated entities in California will be able to use carbon offsets to meet only eight percent of their compliance obligation under cap-and-trade, many observers are concerned that offsets will be in short supply, especially after 2014. Amid these concerns, there is much speculation around possible domestic project types that California and WCI may add to their programs to boost supply. This session will examine the prospects for including additional offset types in the California and WCI programs and their potential for addressing supply concerns.

Greg began his career as an investment banker with Goldman, Sachs & Co. and Kidder, Peabody & Co. Over his career, Greg has had a number of senior dealmaking roles in large corporations and growth companies, including as President of Passlogix, Inc., a technology he co-Founded that was acquired by Oracle. Graeme Martin is a director of environmental products at Shell Energy North America (US), L.P. (Shell Energy), Shell’s North American-based marketing and trading subsidiary and an integral part of the Shell Trading network of companies. In particular, Martin is leading Shell Energy’s efforts to prepare for a carbon-constrained environment in North America. He is a regular speaker at industry conferences, and has testified before Congress on cap & trade program design. Shell Trading was the first to transact EU allowances under the EU ETS, and the first to trade IntercontinentalExchange’s California Carbon Allowance forward contract.

Stephen McComb is the Manager for the North American Environmental Markets at IntercontinentalExchange (ICE). In this role McComb is responsible for business development and sales for emissions and renewables markets. McComb comes to ICE following it’s acquisition of Climate Exchange in July of 2010. McComb is also responsible for the Chicago Climate Exchange (CCX) Offsets Registry Program.

Prior to ICE, McComb was the Manager of Business Development for Renewable Energy Certificate (REC) contracts and Senior Economist with the Chicago Climate Futures Exchange (CCFE). In this role, McComb was responsible for product research, design and generating participation and trading in the CCFE REC contracts. Prior to CCFE, McComb was responsible for developing the CCX offsets program where he led the implementation of ISO 14064 into the CCX offsets program as well as spearheaded the development of offsets methodologies for ozone depleting substance (ODS) destruction, composting, small scale combined heat and power, sustainable rangeland management,energy effciency and hydro power.

Prior to the joining the CCX/ICE companies McComb was as an analyst with Ontario Energy Board where he focused on case management and analysis of regulatory applications for new energy infrastructure and demand side management programs for electricity and gas utilities. McComb established standardized procedures, input assumptions and verification methodologies of rate payer funded demand side management programs. This standardization led to a $300 million initial commitment by electric utilities to demand side management programs.

McComb has a M.A.Sc. in Environmental Applied Science and Management from Ryerson University in Toronto, ON and a B.Sc in Economics from Dalhousie University in Halifax, N.S.

Michael Lazarus is a Senior Scientist at the Seattle office of the Stockholm Environment Institute (SEI). For over 25 years, Michael has worked at the intersection of energy and climate policy. He has published and spoken extensively on climate mitigation plans and analysis, and on carbon markets and offsets. He has worked throughout North America, Africa, Asia, Latin America, and Europe with support from government agencies, development banks, foundations, utilities, and non-profit groups.

Michael has been an advisor to the Western Climate Institute, advisor to the Chinese Economist 50 Forum’s initiative on the Economics of Climate Change Initiative, and from 2002 to 2007, a member of the Methodology Panel of the Clean Development Mechanism.

Michael is Adjunct Faculty at the Evans School of Public Administration at University of Washington. He holds an M.S. in Energy and Resources from the University of California, Berkeley in 1984.

He also manages the development of climate change policies and programs for the Reserve, including assisting the Reserve’s efforts to support the State of California in the implementation of AB 32, the state’s far-reaching global warming law.

Before coming to the Reserve, Derik was a Senior Associate at the World Resources Institute (WRI) in Washington, DC where he led work on the Greenhouse Gas Protocol Initiative, which is an internationally recognized standard for greenhouse gas emissions accounting, and managed WRI’s work on the design of greenhouse gas emissions trading programs, registry systems and standards for carbon offsets. He is a primary author of the WRI/WBCSD GHG Protocol for Project Accounting, has advised numerous regulatory and voluntary programs on the development of carbon offset policies and standards and has testified twice before Congress on carbon offset regulation and standard development.

Prior to joining WRI, Derik worked for eight years in the fields of energy and climate change consulting, including five years with Trexler Climate + Energy Services, Inc. in Portland, Oregon, where he developed financial and economic analytical tools for carbon market forecasting, risk management, project evaluation and business strategy development for a wide range of private and public sector clients. Derik holds a Master’s degree in Public Policy (MPP) from the University of California at Berkeley and a Bachelor’s degree in International Relations from Stanford University.

Lydia Olander is Director of the Ecosystem Services Program at the Nicholas Institute. She has worked on a range of issues for the Institute, including national energy and transportation policy and their linkages with climate change and climate policy; oil and energy security; clarifying new science relevant to climate change policy for decision makers; and water issues for a rapidly developing North Carolina. Currently she is focused on developing the Institute’s expanding initiative on ecosystem services and working on the burgeoning multinational effort to add avoided deforestation into future international climate agreements. Olander joined the Nicholas Institute after spending a year as an AAAS Congressional Science and Technology Fellow working with Sen. Joseph Lieberman on environmental and energy issues. Before moving to Washington, D.C., she was a researcher with the Carnegie Institution of Washington’s Department of Global Ecology, where she studied the biogeochemical impacts of logging in the Brazilian Amazon and worked with new techniques to extrapolate impacts regionally using remote sensing. She received her PhD from Stanford University, where she studied nutrient cycling in tropical forests, and has a master’s degree in forest science from Yale University. She has published in professional journals, including Ecosystems, Biogeochemistry, Soil Biology and Biochemistry, Forest Ecology and Management, and Earth Interactions.

Rajinder Sahota is the manager of the market monitoring group at the California Air Resources Board tasked with market monitoring, offset policy, and WCI linkage. These duties include market policy, offset supply and identification of new protocols, and linkage rulemaking.

Previously, Rajinder managed the completion of California’s cap-and-trade regulation and four compliance offset protocols. She also developed the third-party verification requirements for mandatory greenhouse gas reporting and compliance offsets.

Although regulated entities in California will be able to use carbon offsets to meet only eight percent of their compliance obligation under cap-and-trade, many observers are concerned that offsets will be in short supply, especially after 2014. Amid these concerns, there is much speculation around possible domestic project types that California and WCI may add to their programs to boost supply. This session will examine the prospects for including additional offset types in the California and WCI programs and their potential for addressing supply concerns.

Gary Gero serves as the President of the Climate Action Reserve where he is responsible for ensuring that the organization’s activities meet the highest standards for quality, transparency and environmental integrity. In that capacity, Gary has led the growth of a robust and trusted offset project registry that is the largest voluntary registry in the United States.


Gary is a member of the Commodity Futures Trading Commission’s Energy and Environmental Markets Advisory Committee and serves on the Steering Committee of the California Sustainability Alliance. He also serves on the Board of Directors for the Los Angeles League of Conservation Voters.


Prior to joining the Reserve, Gary managed the Green LA programs at the Los Angeles Department of Water and Power, the largest municipal utility in the nation. In that capacity, he redesigned and restarted the Solar PV Rebate Program and oversaw a significant expansion of the energy efficiency programs. His role also included managing the advanced transportation, green power, distributed generation, and tree planting programs.


Gary’s career includes nearly 20 years of work in local government, primarily in the City of Los Angeles where he served as Air Quality Director and subsequently Assistant General Manager for the Environmental Affairs Department focusing on climate change, sustainable development, energy policy, and alternative fuel vehicles.


Gary holds a Master of Science degree in Social Policy and Planning from the London School of Economics and a pair of undergraduate degrees from the University of California at Berkeley.

The California State Legislature will consider a number of climate change issues during its 2012 session and will influence many aspects of the cap-and-trade program, including revenue allocations, offset rules and other elements of the program design. He is the Reserve’s primary liaison to the business community and is a frequent and popular speaker on the Reserve’s programs and other climate change topics.

Joel has served as staff to the California Market Advisory Committee and the California Climate Action Team. Prior to working at the Reserve, Joel worked at Feeva Wireless in Berkeley and APX in Santa Clara. He has also served on the Capitol Hill staff of Senator Timothy E. Wirth (D-Colorado).

Joel is a member of the Sierra Club’s National Global Warming and Energy Committee and former chair of the Energy Committee in both the San Francisco Bay and Los Angeles Chapters of the Sierra Club. Anthropologist Steve Schwartzman lived with the Panará tribe in Mato Grosso, Brazil for a year and a half in the early 1980s and learned their unwritten language. He subsequently defended his PhD thesis on the group at the University of Chicago. Dr. Schwartzman worked closely with the emerging Amazon rubber tappers’ movement in the western Amazon starting in 1985, and twice brought rubber tapper leader Chico Mendes to the United States. Since 1991, Dr. Schwartzman has worked with the Panará people, and NGO partner the Instituto Socioambiental, to help the Panará in their successful effort to recover 495,000 hectares of their traditional territory and ensure its legal recognition and protection.

Since 2002, Dr. Schwartzman has worked with grassroots groups and NGOs for the creation of a reserve mosaic in the Terra do Meio region of the Amazon state of Pará. Between 2004 and 2008 the Brazilian government, in response to civil society advocacy, created ~8 million ha. of new parks and extractive reserves in the lawless frontier region. This established a continuous corridor of indigenous lands and conservation units of 26 million ha. in the Xingu river basin, the largest tropical forest reserves corridor in the world. Dr. Schwartzman leads EDF’s work with a consortium of Brazilian NGOs, grassroots organizations, government agencies and indigenous and traditional communities to implement and protect the reserves.

Dr. Schwartzman also initiated EDF’s efforts to create large-scale incentives for tropical countries to reduce their deforestation through the United Nations Framework Convention on Climate Change and in the emerging US emissions control regime, with Brazilian and other international partners. He leads EDF’s international work on Reducing Emissions from Deforestation in Developing Countries.

While he was advisor to the Secretary of Finance, he also served as special representative for the Governor on all International Environmental Matters.

He is currently the Deputy Secretary of Climate Change and Sustainable Development for the State of Chiapas Mexico. Serves under the Secretary of Environmental Affairs.

Over the next decade, California may play a unique role in helping to advance state-level REDD+ initiatives. Nutter leads the Department of Environment, which helps all San Francisco residents and businesses take an active role in protecting and enhancing the urban environment, produces and publicizes information on sustainable practices, and develops innovative and practical environmental programs for all residents.

Beginning in 2005, Nutter served as Deputy District Director for the U.S. House of Representatives Speaker Nancy Pelosi, where she managed the Speaker’s district office by supervising staff, addressing constituent concerns, and advising on local policy issues. Nutter functioned as the district policy liaison to Speaker Pelosi’s policy advisors on issues including the environment, energy, transportation, environmental health, women’s issues, and food policy.

Melanie has over eighteen years experience in fundraising, events management, grassroots organizing and media relations. As a Principal for Nutter Consulting, she consulted for many organizations including Music for America and SEIU Local 250. In 2002, she worked as the Canvass Director for the San Francisco Democratic Party’s SF Vote Project and oversaw two assistant directors and 80 paid staff on Election Day.

Nutter founded and chairs the Energy and Environment Circle for the Full Circle Fund with the help of Vice President Al Gore and green jobs advocate Van Jones. Nutter has been a grassroots environmental organizer with Greenbelt Alliance, the Public Interest Research Groups (PIRG), and Green Corps. Linda S. Adams, former Secretary of the California Environmental Protection Agency (Cal/EPA) , is a seasoned policy maker, strategic communicator and a trusted and respected public servant. For almost four decades, Linda has served the people of the State of California as a long-time environmental leader.

Most recently, Governor Schwarzenegger appointed her the first woman to serve as Secretary of the Cal/EPA. As Secretary, Adams oversees the environmental activities of the Air Resources Board, State Water Resources Control Board, Office of Environmental Health Hazard Assessment, Department of Toxic Substances Control, Department of Pesticide Regulation, and the approximately 5,000 employees that serve the state’s diverse environmental programs.She continued serving in this capacity under newly elected Governor Edmund G. Brown during the transition period.

In this capacity, Adams worked as the lead negotiator for California Assembly Bill 32, the most comprehensive greenhouse gas reduction law in the United States. Amongst other accomplishments as Secretary, Adams implemented some of the first environmental justice programs in the country. These programs focused on protecting the most vulnerable groups in the state, including California’s Native-American tribes, regarding water, toxic substances, and other regulatory matters. Adams also developed a number of environmental policies, including the Green Chemistry Initiative, which calls for a more comprehensive look at California’s chemical policies and the State’s bio-monitoring program, which seeks to link environmental contaminants to human health. Adams also negotiated, on behalf of former California Governor Gray Davis, the creation of the state’s first environmental education programs and served as a board member of the Ocean Protection Council, Strategic Growth Council and Chair of the California-Mexico Border Relations Council.

Prior to her time at the California EPA, Adams served as a committee consultant for over twenty years, providing counsel to both houses of the California Legislature. She later served under former California Governor Gray Davis as his Chief Deputy Legislative Secretary, where her primary responsibilities were negotiating legislation related to environmental protection and natural resources. Adams also negotiated, under Governor Davis, the Pavley “Clean Cars/Clean Air” legislation, earning her the “Environmental Hero Award” from the California League of Conservation Voters. She later served as Chief of Staff to former California State Controller Steve Westly.

As part of her extensive international work, Adams forged partnerships with countries and subnational governments throughout the world. She signed Memorandums of Understanding (MOUs), concerning carbon offsets, between California and regions in Mexico and China. Additionally, in 2007, Adams helped launch the International Carbon Action Partnership (ICAP) to encourage the development of a global carbon market.

Adams currently serves as chairwoman of the Climate Action Reserve, a nationally recognized carbon offset program. She spearheaded the creation and now serves as the founding President of R20/Regions of Climate Action, chaired by former California Governor Arnold Schwarzenegger, which is the first international consortium for subnational governments seeking to combat climate change. She also represents Oxfam America’s Sisters of the Planet as a global ambassador and serves on the Board of Directors for the Sacramento Regional Conservation Corps, along with serving on the board of the Delta Vision Foundation and as an advisory board member for the Verification Carbon Standard program.

Plenary Session - Guide Stars: State and National Leadership Across the Globe

In the absence of an international agreement that would create a truly global carbon market, state and national governments around the world are demonstrating leadership by establishing a network of emissions trading programs and exploring linkages under a series of unique multi- and bilateral agreements. In a cross-cutting panel discussion, international leaders will discuss their efforts and the prospects for these approaches to build a new global framework for limiting greenhouse gas emissions.

He also serves as co-director of the Northern California chapter of Environmental Entrepreneurs. In his previous position, David oversaw U.S. business development for a leading carbon management organization, and prior to that was an entrepreneur in the high tech sector, founding and/or leading innovative internet start-ups. David has an MBA from Oxford University and is based in San Francisco.

In North America and around the world, alliances are rolling out their own initiatives to address climate change, taking a bottom up approach and focusing on local action. Joel Pett’s Pulitzer Prize-winning cartoons have appeared in hundreds of newspapers and magazines worldwide, including the Washington Post, the New York Times, the Times of London, the Boston Globe and the Katmandu Times. Magazine credits include Time, Newsweek, Business Week, and MAD.

Pett received the 1999 Robert F. Kennedy Journalism Award, and the 1995, 2007, 2010 and 2011 Global Media Awards for cartoons on population and sustainability issues, and an Emmy for television commentary. He was a Pulitzer finalist in 1989, 1998, and 2011, is a past president of the Association of American Editorial Cartoonists, a past Pulitzer juror, and has conducted three overseas seminars on editorial cartooning as a guest speaker of the U.S. State Department.

Pett has also shared his blend of deceptively simple and provocative humor on NPR’s Morning Edition and All Things Considered, and as a guest lecturer at dozens of venues, including Washington’s Newseum, Boston’s John F. Kennedy Library, Indiana University, Whitman College, Ohio State University, Brandeis University, and many more.

Greg founded Climate One at The Commonwealth Club in 2007 after traveling to the Russian Arctic on a global warming symposium with climate scientists and journalists.

Greg created and hosts Climate One’s monthly television show carried on KRCB public TV 22 on Comcast and DirecTV. The Climate One radio program is broadcast monthly on KQED FM and weekly on KRCB (Sonoma) and KSPB (Pebble Beach). Past guests include US Secretary of State Hillary Clinton, Governor Arnold Schwarzenegger, US Secretary of Interior Ken Salazar, US EPA Administrator Lisa Jackson, IPCC Chair Rajendra Pachauri, Google CEO Eric Schmidt, Chevron CEO Dave O’Reilly, Duke Energy CEO Jim Rogers, Ford Motor Co. As International Editor at the Industry Standard magazine, he managed bureaus in Tokyo, Hong Kong and Buenos Aires, and helped establish local-language editions in ten countries. He also worked the international desk at The Associated Press, covered the early days of the Internet at InformationWeek, and wrote about China’s rise for Rupert Murdoch’s South China Morning Post as a correspondent in Beijing and Vancouver, Canada.

John Laird was appointed California Secretary for Natural Resources by Governor Jerry Brown on Jan. 5, 2011. He has spent 35 years in public service, including 23 years as an elected official.

The son of teachers and raised in Vallejo, Laird graduated with honors in politics from the University of California Santa Cruz in 1972. He then served on the district staff of Representative Jerome Waldie, as well as a budget analyst for the Santa Cruz County Administrator.

In 1981, Laird was elected to the Santa Cruz City Council, serving nine years until term limits ended his council service in 1990. He was a two-term mayor from 1983 to 1984 and 1987 to 1988. During his local government service, he was a board member for local transit, transportation, water planning, and regional government agencies. Laird was the executive director of the Santa Cruz AIDS Project from 1991 to 1994 and an elected member of the Cabrillo College Board of Trustees from 1994 to 2002.

In 2002, Laird was elected to represent the 27th Assembly District in the California Assembly, which includes portions of Santa Cruz, Monterey and Santa Clara Counties. He was re-elected in 2004 and again in 2006, when he received more than 70 percent of the vote. At the beginning of his second term, Laird joined the Assembly leadership team when Assembly Speaker Fabian Núñez named him chair of the Budget Committee, a position to which he was reappointed by Assembly Speaker Karen Bass in 2008.

While serving the maximum three terms, Laird authored 82 bills that were signed into law. These bills established the landmark Sierra Nevada Conservancy, restored community college health services, expanded and clarified state civil rights protections, reformed the state mandates system, and significantly expanded water conservation.

Laird was a member of the State Integrated Waste Management Board from 2008 to 2009. Most recently, he taught state environmental policy at University of California Santa Cruz.

Laird has been a long-time resident of Santa Cruz with his spouse John Flores. He has traveled extensively, is fluent in Spanish, enjoys conducting family history research, and is a life-long Chicago Cubs fan.

Michael R. Peevey was appointed President of the California Public Utilities Commission (CPUC) by Governor Gray Davis on December 31, 2002, having been originally appointed to the CPUC by Governor Davis in March 2002. In December 2008 Governor Arnold Schwarzenegger reappointed Mr. Peevey to the CPUC for another six-year term.

As President of the CPUC, Mr. Peevey is committed to protecting the public interest by promoting consumer needs, while challenging utilities to embrace new technologies and provide safe, high-quality services.

Mr. Peevey is committed to maximizing energy efficiency and demand response opportunities and ensuring that California's environment is protected. He is also a strong supporter of renewable energy and renewable procurement requirements for utilities, and is a leader in implementing California's Solar and Greenhouse Gas Initiatives. He also serves as Chairman of the California Emerging Technology Fund.

Mr. Peevey has made it a priority to work closely with sister agencies, such as the California Department of Water Resources, the Independent System Operator, the California Energy Commission, and the Air Resources Board-- agencies in which the CPUC has overlapping or complementary responsibilities, to assure that California has adequate energy resources and transmission facilities to support its growing population and improving economy.

From 1995 until 2000, Mr. Peevey was President of NewEnergy Inc. Prior to that, Mr. Peevey was President of Edison International and Southern California Edison Company, and a senior executive there beginning in 1984. Mr. Peevey has served on the boards of numerous corporations and non-profit organizations.

Mr. Peevey has received many awards recognizing his leadership in developing energy policy and promoting recognition of California's diverse population, including a "Distinguished Citizen Award" from the Commonwealth Club of California for achievements in green and sustainable energy in 2007; the Pat Brown Legacy Award in 2003; named "Man of the Year" by the Power Association of Northern California; recognized with the Climate Action Champion Award by the California Climate Action Registry in 2004; and leadership recognition from American Council for Energy Efficiency (2005), the Utility Minority Access Program (2006), and the California Solar Energy Industries Association (2006).

Mr. Peevey holds Bachelor and Master of Arts degrees in economics from the University of California, Berkeley. He is married to Carol J. Liu, who served three terms representing the 44th Assembly District (La Canada Flintridge) in the California legislature and in November 2008 was elected to the California Senate to represent the 21st Senate District. They have three children.

Matt Rodriquez was appointed California Secretary for Environmental Protection by Governor Edmund G. Brown Jr. in July 2011. As Secretary, Matt oversees the activities of the California Air Resources Board, the Department of Toxic Substances Control, the Department of Pesticide Regulation, the Office of Environmental Health Hazard Assessment and the State Water Resources Control Board. As a member of the Governor's cabinet, he advises the Governor on environmental policy.

He comes to the Agency with more than 24 years of environmental experience with the California Department of Justice where he served as a Deputy Attorney General from 1987 to 1999. In this capacity, he advised or represented the Attorney General and clients of the Land Law Section of the Attorney General's Office. His clients included the California Coastal Commission, the State Lands Commission, and the San Francisco Bay Conservation and Development Commission. In 1999, he was appointed Senior Assistant Attorney General for the Land Law Section by Attorney General Bill Lockyer.

Former Attorney General Brown selected Matt to be the Chief Assistant Attorney General for the Public Rights Division in 2008. In this capacity he supervised the work of the Land Law, Environment Law, Natural Resources Law, Consumer Law, Civil Rights Enforcement, Antitrust and Corporate Fraud Sections of the Office, among others. Under his supervision, the Attorney General's Office worked to enforce hazardous waste disposal laws and regulations protecting groundwater from leaking underground storage tanks. He also worked collaboratively with the attorneys in the Environment Section to represent OEHHA in cases brought under Proposition 65. He was responsible for the legal team that defended California's vehicular greenhouse gas rules against challenges from the auto industry. Most recently, he served as Acting Chief Deputy Attorney General for Attorney General Kamala D. Harris.

Prior to joining the California Department of Justice, Matt was Deputy City Attorney for the City of Hayward from 1985 to 1987, Assistant City Attorney for the City of Livermore from 1983 to 1985, an associate program analyst for the Governor's Office of Planning and Research from 1981 to 1983, and a graduate student assistant with the California Coastal Commission from 1979 to 1981.

In addition to numerous speaking engagements, he has taught classes on environmental law and resources management for graduate students in regional and environmental planning at U.C. Berkeley.

Matt graduated from U.C. Berkeley with a degree in History, and received his JD from Hasting College of the Law in 1980.

Prior to joining CDFA, Secretary Ross was chief of staff for U.S. Agriculture Secretary Tom Vilsack, a position she accepted in 2009. Before her time at the United States Department of Agriculture, Secretary Ross served more than thirteen years as President of the California Association of Winegrape Growers (CAWG), based in Sacramento. During that same period she served as the Executive Director of Winegrape Growers of America, a coalition of state winegrower organizations, and as Executive Director of the California Wine Grape Growers Foundation, which sponsors scholarships for the children of vineyard employees. Among Secretary Ross’ many achievements at CAWG was the creation of the nationally-recognized Sustainable Winegrowing Program, which assists wine grape growers in maintaining the long-term viability of agricultural lands and encourages them to provide leadership in protecting the environment, conserving natural resources, and enhancing their local communities.

Tim O’Connor is the Director of Environmental Defense Fund’s California Climate and Energy Initiative in their San Francisco office. Since joining EDF in 2006, Mr. O’Connor has engaged state regulatory agencies and legislature on the implementation of AB 32 with particular focus on heavy industry and power plant emissions, alternative fuels and vehicles, and compliance instruments in cap-and-trade programs. Additionally, since 2008, Mr. O’Connor has managed EDF’s participation in both state and federal courts on issues related to climate and energy, representing EDF in its role as a party and as amicus curiae. Further, since the inception of EDF’s Energy Program in 2009, he has been active at the state CPUC and CEC on issues related to electric vehicles, energy storage, smart grid planning and technology deployment.

Prior to joining EDF, Mr. O’Connor was a senior compliance inspector at heavy industrial facilities including petroleum refineries and power plants in the San Francisco bay area. He holds a Masters of Environmental Management Degree from Duke University and a J.D. from Golden Gate University with specializations in Environmental and Public Interest Law. Mr. O’Connor also holds a QEP certification.

There are many questions surrounding potential legal issues that would prevent smooth sailing for the implementation of California’s cap-and-trade program. Litigation from industry groups, compliance businesses and environmental groups and the recent ruling on the state’s Low Carbon Fuel Standard (LCFS) are all being closely watched as potential upsets for the program. In this session, legal experts and analysts will lead a discussion on the status of current legal issues and expectations on how they may affect the cap-and-trade program.

Cecilia Simon is a climate change consultant focused on environmental issues. During the last two years, she has focused mainly on REDD+ in Mexico. Rosa Maria Vidal has more than 25 years of experience in sustainable development programs in Southern Mexico and is a member of the National REDD technical council and of the State REDD Technical council. She participates as technical advisor to the Chiapas government at the REDD Offsets Working Group with California. Acting as Director of Pronatura Sur, she has articulated programs to support development of community forestry in Chiapas state, as well as capacity building programs for community leadership, social approaches in conservation, including schemes of voluntary conservation. Rosa is a member of the board of several nonprofit organizations, as well as executive board member of national and international networks, such as the Livelihoods Network. Her main areas of interest on climate change cooperation is the wise use of potential fund transfers to support sustainable development and conservation in tropical areas, increasing community governance on natural resources and developing mechanisms for benefit sharing.

California is contemplating the crediting of REDD+ in other countries, including Mexico, as part of its cap-and-trade program. Successful REDD+ initiatives will require coordinated action from multiple actors responsible for the health of forests, including national and sub-national governments, private land owners and indigenous peoples. This session will highlight efforts being undertaken at multiple levels in Mexico to design REDD+ programs.

Alexia Kelly is a Climate Change Mitigation Expert with the U.S. Department of State Office of Global Change in the Bureau of Oceans and International Scientific and Environmental Affairs. Ms. Kelly is the lead negotiator for the United States on market mechanisms to the UNFCCC and manages the State Department’s work on market readiness and low emissions development globally. She manages the Enhancing Capacity for Low Emission Development Strategies program, a flagship effort under the President’s Global Climate Change Initiative for the Office of the Special Envoy for Climate Change. She also leads the U.S.’ work on the LEDS Global Partnership, a multilateral effort among 27 countries, organizations and NGOs to advance low emission development.

Prior to joining the State Department in 2010, Ms. Kelly was a Senior Associate in the World Resources Institute’s (WRI) Climate and Energy Program. Alexia’s work at WRI focused on regional, federal and international greenhouse gas emissions trading. Prior to joining WRI, Ms. Kelly served as the Policy Program Manager at The Climate Trust, where she managed the organization’s policy engagement and initiatives. Ms. Kelly is also a faculty member of the Greenhouse Gas Management Institute, where she co-developed and instructed a course on greenhouse gas project accounting.

First with the South African Chamber of Mines (1994 - 2002) where he rose to the position of Senior Executive responsible for Safety, Health and Environment; and then moved, in 2002, to Anglovaal Mining Company, as Vice President for Sustainable Development. He joined the Chamber of Mines in 1994 from the University of Durban-Westville where he was Professor and Dean of the Engineering Faculty.

Mr. Kilani was part of the South African delegations to the UN climate change negotiations from 1998 to 2004, and was very actively involved in the negotiations of the Marrakesh Accord. He served as a member of the CDM Executive Board for the first five years of the Board's existence and was the Chair of the Board in 2004.

James N. Goldstene is the Executive Officer of the California Air Resources Board. The Board has 11 members appointed by the Governor and is responsible for promoting and protecting the public health and ecological resources of California through effective reduction of air pollutants while recognizing and considering the effects of its actions on the state’s economy. To achieve this goal, the Executive Officer oversees the development and implementation of regulations and policies adopted by the Board and represents the ARB before the Legislature and in a wide variety of state, regional, national and international forums. The California Air Resources Board has more than 1300 employees.

Goldstene was appointed Executive Officer in October 2007. Since then the Board has passed major rules to reduce diesel emissions from trucks, construction equipment and ships. It also adopted a comprehensive plan to reduce global warming pollutants under AB 32, California’s pioneering climate change legislation, and developed a range of measures and regulations to implement this plan, including the groundbreaking Low Carbon Fuel Standard and the establishment of a greenhouse gas emissions-trading program. In 2008 the Obama administration adopted California’s standard for greenhouse gas emissions from vehicles as the standard for the entire nation. Currently, ARB is working with the U.S. EPA and the Department of Transportation to develop more stringent standards for vehicles from model year 2017 to 2025.

Prior to his appointment as Executive Officer, Goldstene served first as a specialist to coordinate the Board's involvement in California's Smog Check program. Later, as Senior Advisor to the Board's Office of Climate Change, he was also responsible for providing policy guidance and direction for the implementation of AB 32.

Prior to joining the Board, Goldstene served as Deputy Chief at the California Department of Consumer Affairs' Bureau of Automotive Repair, the agency responsible for regulating automotive repair dealers and running the state's Smog Check program. His career history also includes key management positions with the Bureau of Barbering and Cosmetology, the State Contractors License Board, the California Pollution Control Financing Authority and other financing authorities in the Office of the State Treasurer. Goldstene served as Lieutenant Governor Leo McCarthy's environmental advisor in the early 1990s.

Goldstene also serves on the Board of Directors for the National Association of Clean Air Agencies and is currently co-chair of the Western Climate Initiative Executive Committee.

Goldstene holds a B.A. and an M.A. in Government from California State University, Sacramento, where he served as part-time faculty in the Government Department for many years. As part of his graduate studies, he completed a year studying in the Department of Politics at the University of Bristol in England. Goldstene taught American government and political theory at California State University, Sacramento for many years.

Jane Lloyd (BCAPSc, MA), Director, Markit. Jane is responsible for strategic business development for Markit’s environmental division. Jane joined Markit in July 2009 through the acquisition of the TZ1 Environmental Registry from the New Zealand Stock Exchange.

Jane has an extensive background in business development and marketing, having worked for multi-nationals and non-profits alike in Asia Pacific, Europe and North America.

Jane has been instrumental in product innovation and establishing regional strategies in the environmental compliance and voluntary markets. She has been key to the establishment of Markit’s status as the largest voluntary registry service provider worldwide.

Jane also leads Markit’s engagement with national and regional governments on environmental markets initiatives throughout North and Latin America, including facilitating solutions for the Governors’ Climate and Forest Taskforce. Additionally, Jane co-heads Markit’s team on the design and implementation of the Auction Operator platform for the California Air Resources Board’s Cap and Trade Program.

Over the next few months, California must finalize the design of its allowance auctions and decide how it will implement market oversight. This session will examine auction design and lessons learned - including lessons from Europe - regarding market protection and what steps California is taking or should be taking to ensure the integrity of the market.

Jonathan Parfrey is executive director of Climate Resolve Los Angeles. For the past four years, Parfrey served as director of the GREEN LA Coalition. In 2008, he was appointed by Mayor Villaraigosa to the Los Angeles Board of Water and Power Commissioners where he is serving a five-year term. Currently, Parfrey is also serving as President of the Los Angeles League of Conservation Voters. He is also a board member of Kid's Progress Inc., a founding board member of CicLAvia, and serves on the steering committee of the Los Angeles Regional Collaborative for Climate Action and Sustainability. From 1994 to 2007, Parfrey served as Los Angeles director of Nobel Peace Prize-winning organization, Physicians for Social Responsibility. In 2003, Mr. Parfrey was appointed to Governor Schwarzenegger's Environmental Policy Team. In 1992, Parfrey received the Paul S. Delp Award for Outstanding Service, Peace and Social Justice. In 2002 he was awarded a Durfee Foundation Fellowship. In 2010, he received a Stanton Fellowship. In 2011, was was appointed a Senior Fellow at the USC Marshall School of Business.

Wade Crowfoot joined the administration of California Governor Jerry Brown in May 2011. He serves as Deputy Director of the Governor’s Office of Planning and Research and as the Governor’s Military Advisor.

Wade is working to advance the Governor’s ambitious renewable energy goals and helps lead the effort to develop 12,000 MW of small, local renewable energy—enough electricity to power nine million California homes. Wade is also organizing efforts to retain and expand military operations in California.

Prior to joining Governor Brown’s Administration, Wade served as Regional Director for the Environmental Defense Fund (EDF). In that role, he helped to lead EDF’s 40 western regional staff and worked with leaders throughout California to implement key climate, water and oceans policy.

Wade has also served as senior environmental advisor to San Francisco Mayor Gavin Newsom. In the Mayor’s Office, Wade advanced energy, transportation and waste policies and managed the Mayor’s state and federal environmental agendas. Wade has held senior-level positions for other elected officials and worked in the fields of public opinion research and urban economic development.

Wade holds a bachelor's degree from the University of Wisconsin-Madison and a Master's Degree in Public Policy from the London School of Economics, where he graduated with honors.

Anthony Eggert is the executive director of the UC Davis Policy Institute for Energy, Environment and the Economy which is dedicated to leveraging university expertise to inform better policy. From 2007 through 2012 Eggert served as an appointee of Governors' Brown and Schwarzenegger in several senior policy positions including Science and Technology Policy Advisor to the Chair of the Air Resources Board, Commissioner for the California Energy Commission, and Deputy Secretary for Energy Policy of the California Environmental Protection Agency overseeing clean energy and environmental policy development for California. Prior positions include advising the University of California on federal energy and climate policy, directing research on low-carbon fuels and vehicles at UC Davis' Institute of Transportation Studies, and as an engineer and then manager for Ford Motor Company. Anthony serves on the boards of the Alliance to Save Energy, the UC Energy Institute at Haas, the UC Transportation Sustainability Research Center, is a technical advisor to the US Department of Energy and was recently named as a Commissioner to the Commission on National Energy Efficiency Policy. Anthony received a Bachelor of Science degree in mechanical engineering at University of Wisconsin Madison and Masters of Science Degree in Transportation Technology and Policy at University of California Davis.

Scott Murtishaw is an advisor to President Peevey at the CPUC, where he has played a key role in shaping the CPUC’s climate policy. His work has focused on the design of the cap and trade system, policies for large and small-scale renewables, and electric rate design. Prior to joining the CPUC, Scott was a researcher at the Lawrence Berkeley National Laboratory where he authored studies on a wide variety of energy and climate policy topics. He has also been a guest researcher at the International Energy Agency in Paris. He holds a BA in International Relations from Stanford University and a Masters in Public Policy from the Goldman School of Public Policy at UC Berkeley.

In this position, she works with a broad range of partners on reducing greenhouse gases through voluntary action. Sarah’s research focuses on the intersection between climate and health benefits. Her recent work quantifies the monetary health impacts of fossil fuel energy and analyzes policy pathways for reducing black carbon from diesel vehicles, drawing from existing regulatory policies. Sarah holds a M.S. and a B.S. in Earth Systems from Stanford University.

Nancy E. Ryan is an economist with expertise in energy markets and the public health and ecological impacts of energy production. She currently serves as Deputy Executive Director for Policy and External Relations, at the CPUC, directing policy initiatives in the areas of long term energy procurement, resource adequacy, and climate change. Dr. Ryan also serves as a liaison to the California Legislature, other public agencies, and the federal government. She joined the CPUC in 2006 as Chief Energy Advisor to President Michael R. Peevey.

Before joining the CPUC she was Senior Economist and Deputy California Director at Environmental Defense, where she led advocacy efforts focusing on reducing greenhouse gas emissions from vehicles and power plants, curbing air pollution from diesel engines and restoring rivers and watersheds.

Dr. Ryan received her Ph.D. in Economics from the University of California at Berkeley and a BA in Economics from Yale University.

Many of California's environmental initiatives outside of the cap-and-trade program have grabbed national headlines and even served as models for other states, regions and the federal government. This session will look at these initiatives, including energy efficiency and renewables, clean vehicles and transportation, and will include discussion of U.S. EPA actions to address climate change.

Previously, she worked for several private and public organizations over a ten-year period on short and long-term agronomic research projects throughout Africa. Debbie is the President and Director of DRD Associates, providing strategic and policy support on agricultural sustainability and climate mitigation policies and strategies at state, federal, and international levels.

She is the Executive Director of the Coalition on Agricultural Greenhouse Gases (C-AGG), a multi-stakeholder forum focused on incentivizing agricultural opportunities to reduce greenhouse gases emissions and enhance sustainability. She is also the Executive Director and a founding member of the International Biochar Initiative (IBI). IBI supports the research, demonstration, and deployment of sustainable biochar production and utilization systems to combat climate change and enhance the global soil resource.

Debbie previously worked at the White House Council on Environmental Quality as the Director of Legislative Affairs and Agricultural Policy; in the US Senate, as a Senior Staff on natural resource and agricultural issues for U.S. Senator Bob Kerrey (D-NE), and at the U.S. Department of Agriculture. She has graduate degrees in human nutrition, chemistry, and communications.

As Senior Policy Manager, Rachel Tornek develops GHG offset standards for the Reserve and plays a leading role in managing its offset registration program. Rachel also represents the Reserve with a variety of stakeholder groups to help advance climate policy that supports and ensures the environmental integrity of offsets. She has worked in the field of greenhouse gas accounting for over 5 years.

Rachel was previously the Manager of Member Services for the California Climate Action Registry, where she managed the technical support and training programs that helped member organizations successfully develop and verify GHG emissions inventories.

Prior to joining the Reserve, Rachel worked on environmental issues with Toyota Motor Sales, the Climate Change and Wildlife campaign at the National Wildlife Federation and Hubbs-SeaWorld Research Institute. She has a B.S. in Ecology, Behavior and Evolution from UC San Diego and a Master’s degree in Environmental Science and Management from the Bren School at UC Santa Barbara.

Ben Vitale is a carbon market expert and an experienced executive, with over 20 years of executive experience in both for-profit and non-profit organizations. He is the first President of The Climate Trust, succeeding the founding Executive Director in December 2009.

Before joining The Climate Trust, Ben served as Managing Director of the Conservation and Community Carbon Fund at Conservation International (CI), where he worked with the private sector to develop climate change solutions and new financial instruments that create business value and achieve measurable climate change results. He supported the development of conservation carbon projects in Biodiversity Hotspots around the world including Ecuador, China, and Brazil. He also advised governments and partners on climate change, particularly in the area of reducing emissions from deforestation and degradation (REDD), in countries such as Guyana, Liberia, Madagascar, and Suriname.

Ben has served as an adviser for Ecosystem Marketplace, the Chicago Climate Exchange, and Patagonia Sur, among others. He also has been a contributor to the books A Climate for Life, Climate Change & Forests, and Voluntary Carbon Markets.

Prior to joining CI, Ben was co-founder and Vice President with Vcapital, a firm that raised corporate financing for businesses through a network of venture capitalists and investment firms. Prior to Vcapital, he was a corporate officer and Vice President with RadioWave Corporation, a Motorola subsidiary, and he held various management and technology positions within Motorola.

Ben holds a Master of Management degree from Northwestern University’s Kellogg School of Management and a B.S. degree in Computer and Electrical Engineering from Purdue University.

He is also an avid conservationist, bird watcher, and certified SCUBA diver, in addition to competing in marathons.

Tatjana Vujic is the Director of the Duke University Carbon Offsets Initiative. The Initiative works on behalf of the University to develop high quality greenhouse gas emission reduction projects to offset the portion of Duke’s emissions that cannot be reduced through on-campus emission reductions. The Initiative seeks to build local, state and regional projects that yield significant environmental, societal, and economic co-benefits and to catalyze and facilitate high integrity carbon offset projects. The Initiative’s first project involves the installation of a waste-to-energy system on a full-scale swine farm. The system meets North Carolina’s stringent environmental performance standards while meeting the Climate Action Reserve’s Livestock Methane Protocol.

Vujic is an attorney by training. Before moving to North Carolina in 2005, she spent eight years practicing law in Washington, D.C., in the private, non-profit, and public sectors, including the U.S. EPA’s air enforcement office. Her expertise lies in cultivating innovative policy and financing techniques to incentivize conservation and pollution reduction practices. Prior to joining Duke University’s sustainability program, Vujic worked for the North Carolina office of the Environmental Defense Fund (EDF) on Farm Bill conservation programs and on improving the swine industry’s waste management practices, and worked for the passage of the 2007North Carolina Swine Farm Environmental Performance Standards Act.

Vujic is a graduate of The George Washington University Law School and received a joint undergraduate degree in Geology and Geophysics and Studies in the Environment from Yale University.

There are a wide range of opportunities to generate offsets from the agricultural sector and from land-based activities more generally. This session will explore both current and developing offset standards to tap into this important and potentially significant sector, including on farms, rangelands, and grasslands.
